Masters degree requirement for H1B visa under the 20,000 cap

My wife is finishing masters from US univ in March 06 and planning to go to H1B. Do we need to wait till she completes masters and have a degree in hand before applying for H1B under Masters quota or can she apply now with a letter from the Univ saying that she will complete masters in March 2006. If we wait till March, the 20,000 cap may be finished by then.
