"At a recent AILA seminar in Washington, DC, an INS official stated that INS agrees that the 180-Day Rule, which allows persons who have applied for adjustment of status to change employers, applies retroactively.

However, there are still no INS regulations. So, if you are cautious person, it might be better to wait until mid-April to change jobs if you applied for adjustment of status prior to october 17, 2000.
INS also agrees that the new law does not limit an applicant\'s ability to change his location or salary when he changes jobs. Also, the applicant will be able to adjust status even if his former employer withdraws his application for labor certification oe visa petition after the 180-day period elapses."

So, all of you who have been waiting agonizingly for the last so many years, please wait for a couple of weeks more and then you could be free of this "bonded-labor" scenario. Another attorney feels that INS must come out with regulations before the 6-month period expires in April.
