Hi, on another immigration board I frequent, there is mass confusion regarding those filings made on August 10. Specifically, people don't know if the random selection has already been applied. There are two scenarios:
Scenario #1: EVERYBODY on August 10 gets a receipt number. Then random selection process is applied, then only a subset of those cases will be counted in the quota.
Scenario #2: The random selection process is applied at the beginning on all August 10 filings. Only those cases that are selected are sent receipt numbers and are counted in the quota.
I know, in general, that the receipt number has meant that you are counted in the quota. However, is this not simply speculation at this point? The USCIS has not publicly shared any information regarding the status of the random selection process, so it is hard to say if receipt numbers really do mean that one is counted in the quota.
Any ideas on this would be appreciated!
