marrying a filipino citizen in saipan... need help..i'm confused on what to do first!

I'm a USC. A US merchant marine. I plan on getting married to a Filipino citizen living in Saipan, CNMI, a US territory. She's been living w/her family there on a student visa and now she's a RN waiting to take her boards exam that qualifies her to work as a RN in the US. Then she will be getting a work visa to work in Guam or Saipan. My questions are:
1. Is there any forms i should fill out before we get married and how soon before we get married should i start these forms?
2. Is there a faster way to get her to the states? I live in Va. if that matters.
3. Being a Merchant Marine and being at sea a lot would it be better just to hire an immigration lawyer to handle everything? any recommendations in Va?
4. What's the difference between a K3 and an I130 form? Do i need both or just one of those?
5. If we get married in Saipan which is a US territory, is that considered getting married abroad?
6. What factors does getting married in Saipan have w/all of the paperwork and time involved if any? pros and cons
7. Would it be easier to get her here on a fiance visa and get married here in va. or is it just the same thing in Saipan because it's a US territory?
8. Before the marriage would she have to go back to the Phillipines first for paperwork or can she do everything she needs while in Saipan?
9. Will she have to go back to the Phillipines after the marriage for paperwork or can she do everything in Saipan?

I know these are a lot of questions but this is new to me as i guess to everyone else but i am so confused!!! I would appreciate all the help i can get!! thanx....
 
You can get married anywhere there or in VA,
if she is in US territory, she must have a valid status, as you mentioned F1 student. After marriage, you will apply for AOS(adjustment of status). You will be filing I-130 and I-485 package (see uscis webpage for the details on forms).
Since she will be a wife, she will not have to wait for visa number for adjustment. Pleas see www.uscis.gov for more details on forms you will apply for. You can also apply for travel document (advance parole) and EAD, employment authorization document during the same time you file I-485.

Be aware once you send in application for PR, the wife's status become AOS pending.

But, if she has a valid US student visa, she can travel to mainland US without any issues, if you want to get married here.

You should also try talking to the consulate over in Saipan to get more accurate details.
