Married to a USC but can't get GC - please help!

I got a voluntary departure order about fourteen years ago for overstaying my visa but I never left. Recently I married a US citizen and filed for my green card, at the interview the officer told me that he could not approve my GC until he knew who had jurisdiction on my case. There is no final order of deportation from judge (not even in the INS computer). They just turned me back - I haven't heard from them. what do I do??
