I met my fiancee while I'm on greencard, but I'm waiting to get my citizenship which is few weeks away, can I file for K1 visa right after my oath ceremony or do I have to meet her in person again after getting the citizenship. As per the uscis website " US citizen must met his/her fiancee atleast once before applying for sponsor visa" ?

Since you have met her once, then you are good to go. All USCIS dont want really is someone filling for a person that he/she had never met in person in their lives. But in this case, you guys have met and so it will not be a problem. You may need evidence that you both had met in person though. The best way would be with photographs of you both.
