Marriage between a H1B and B1 in the US

Which states allow the marriage b/n a H1B holder who is present in US for almost 3 yrs and a B1 who is not in US currently? Do we've the register the marriage in our home country once we go back. We dont intend to get a GC or PR, we just want to get married here.
