Marriage after GC

If I want to marry a girl who is currently on student visa in the US I need to file I-130 for her first? Can we file this in the US or does she have to leave the country to file for this? If I-130 must be filed outside of the US can she file it at a US consulate in Canada or Mexico?
Can she apply for I-485 after her I-130 is approved?

The I-130 is filed at one of the service centers in the United States. But its approval does NOT mean anything other than putting your spouse in line to wait for a visa number. Only when a visa numbers becomes available (based on the the I-130 filing date) can she choose consular processing or I-485. As has been discussed here before, it takes at least six years to get such a visa.
