Marriage after GC

I got my GC 4 years back. I recently got divorced and planning to marry a girl soon from India.

1. What is the quickest way to get her to USA? I heard from friends about 'follow to join' process. Am I eligible to apply for this? how long it takes?
Does this process have any restrictions on where/when to marry?


2.IF (big if here) she can apply for H1 and come here, how long the process takes? (I heard, quota reopens only in Oct.) In this way, should we marry in India before her visa OR does it have any negetive impact on granting her visa?

Your help is appreciated in answering my questions.

Howlong the process take (approxmately) "to get citizenship" after I apply. After that how long the process take to get her here as a spouse, after my citizenship?
In this process, is there any restrictions on when/where the marriage should takes palce?
