March 2006 - Visa Bulletin Out

I am wondering from where do they get this bulletin because it is not posted yet on the travel.state.gov website?
 
It is posted:
Look at archived bulletins : there are 2 " february 2006" bulletins. One is bulletin 90, the other one is #91...
Just a little trick. .. :p

C. ADVANCE NOTIFICATION OF THE DIVERSITY (DV) IMMIGRANT CATEGORY RANK CUT-OFFS WHICH WILL APPLY IN APRIL

For April, immigrant numbers in the DV category are available to qualified DV-2006 applicants chargeable to all regions/eligible countries as follows. When an allocation cut-off number is shown, visas are available only for applicants with DV regional lottery rank numbers BELOW the specified allocation cut-off number:

EUROPE EU 11,225
NORTH AMERICA (BAHAMAS) NA 8

Hi all, my uncle won DV 2006 lottery, he is from Africa and his number is in the 20000 range. Anyone knows when he will get his turn for visa number?

I would think that he does have a chance. May be sometime in summer, but nobody knows for sure.
