I found that PERM system is not able to handle "alternate combination of education and experience" properly.
For example:
Minimum Qualification is BS and Experience is 48 months.
alternate combination of education and experience is MS + 0 months exp.
If you don't have BS + 48 months and you have MS + x exp.
PERM system will denie your case.
