Mail of PR card from Canada to USA

Q1. Is it legal to post Canadian PR card from canada to USA? If yes then how to find this information?

I got my PR card at my friends house in Canada and he is not willing to mail it to me. In his mind it is illegal to mail my card to me. There is nothing I could do to change his mind. He is telling me that I should come personally to get it. I know many people here on this forum talk about mailing of PR card. If tihs is legal or illegal, how to find this information?
 
Find another friend/associate you trust to bring it down for you if they come to your town from Canada. Or else go to border town and ask your friend to meet you there.
You should have cleared this issue before giving your friends address.

Go to Canada

I agree, your friend already did you a favour by giving his/her address and held your card for you. Don't make them do something they're not comfortable with. If for whatever reason, you cannot go, invite them to come to the US for Christmas and stay with you for a few days or something.

But I could not get the real answer. I don't mind asking around either. How could I find the answer that mailing of PR card over international mail legal or illegal? Does post office or customs will know it? After all it is my card and there is nothing illegal for me to know how could I get my card?
