Mail forwarding Address

If I have given forwarding address (my friends) to local post office, do you know if the INS mail for Fingerprinting will get forwarded. I have heard somewhere that the post office will not forward INS mail, I don't know how true that is ?
 
Yes. That is true. Post Office will not forward any mails if the following words are not printed in the Mail.
"Address service requested or forwarding service requested"
