LUD on my i140

I had a LUD on my approved I140 on 11/25/2007, my 140 was approved in Apr 2005, my NC and everthing is clear but PD is not current, any idea what could it be for ?

I got the LUD on my I-140 as well,
140 got approved on jan 2005
every thing is clear but PD is not current.
