LPR filing GC for minor through Consular processing

Hi everyone! Just a quick one!

My sis in law has been an LPR for years and would like to file GC for her son whos is 11 yrs old through consular processing. Will she be able to bring him here in the US even if she is not a USC yet when she files? If she files for I130, will it get approved in a timely manner? or should she file for him when she becomes a USC? What is the easiest/quickest route for this one?

Is she married to a USC? If yes, her USC spouse petitioning her son is probably the fastest way. If not, is she already eligible to apply for citizenship?

No- she got her GC through her USC mom since 2001. she dint apply for USC because she was going in and out of the country for school but since 2006 she has been living and working here since she had already graduated by then. She leaves US every year or every other year for vacation to visit her son (1 month max travel every time she leaves). I don't know why she hasn't filed for USC up to now but she did file I130 for his son last year and she told me that it was approved ad he will be here anytime this year. Is that possible? I don't know much about the approval since I just moved to Hawaii from the Mainland (time difference). I know that if she files for USC and becomes one before her son turns 18- all she has to do is file N600 for him.

Please advice cause I really wanna help her and my nephew. Thanks!

Yes, it's possible depending on visa bulletin movements and the date when she filed the I-130.

I know that if she files for USC and becomes one before her son turns 18- all she has to do is file N600 for him.
But that's only if he gets a green card first and moves to the US. For N-600, if the child of a USC is not eligible to acquire citizenship at birth, it will be necessary for the child to obtain a green card and physically live in the US with the USC parent in their legal custody in order to derive citizenship. Those custody papers will also be required for the green card interview at the consulate.
