lottery winner and starting life in the US

So I understand that if you win the lottery, you are admitted in the US and you immediately receive a stamp/paper that allows you to stay and work, as per confirmation of a previous response to my question.
Questions:1) why does the person winning the lottery still need a I-134, affidavit of support from a resident or US citizen if this person can supposedly find work right away?
2) how binding is an affidavit of support? does the INS hold you to it?
3) how many I-134 can a person provide, let's say "per year"? does the INS check if one has been issued for someone else already?
4) what happens if I provide a I-134 and move out of the country?
5) odes the lottery winner have access to the GC?
