Lottery Visa / Ivory Cost

I have friends in difficulty to obtain their visas now in Ivory cost, a country which went trouble until last May. Embassy closed for the time, no chance to obtain any documentation in the administration or perform medicals. Is there any chance to do something after September 30.
Also, if youthing your visa was denied with no valid reason, is there any way to appeal. For instance, first rquirement, highh school diploma or equivalent, qualified profession. Now they are telling people that they are not taking qualified profession listed on the state website.
Is there any we can contact the state department on their behalf? Seems like they are taking arbbitrary decisions at the embassies and there is nothing these canditats can do. Not quite fair.
Would you share your experiences from ather countries with me?
 
there's not much under this sun that you can do as a non-US citizen to appeal a decision made by a US consular officer. if you have the time and money maybe u can hire a lawyer in the US if there's evidence of arbitrary decisions...

and since there are only 4 days left there is virtually nothing you can do...US courts have already ruled against anyone deriving benefit from DV lottery after end of fiscal year.

Yeah, unfortunately, the fiscal year will be over in a couple of days and I highly doubt that you can get anything done before then. Sorry.
