I'm so sorry not be able to reply a thread responding to my question. I just remember it answered that if, in my case, the L.C. ( state level ) is so slow to be processed in D.C., I should try "PERM". (or whatever couldn't recalled)

Anyone can explain me what's the procedure? It's not implemented yet, but may start in Oct. 04 this year.
