Lost Re-entry permit

The permit took so long processing (almost two years) that the house was sold and we relocated before it finally arrived. The COA was sent in months before, but they sent it to the old address anyway. I had a COA at the Post Office but they didn't forward it, so maybe the present occupants have or had the permit! I notified the BCIS by every address I know about it. They say I must show proof I did not receive it. How do I do that? I am going through the naturalization process, and when I complete it, they will require my GC and Re-entry permit. It would have been valid until aprox Jan 2006 (not sure about that because I never saw it, but that's when they sent it). What can I do? I don't want the whole thing spoiled by a mistake that was not mine! Any ideas will be much appreciated.

Here is a story. A guy said "I just ate a poisonous bug of size of my palm just now!" The logician said. "Get heck out of here. You know it was bug, and of the size of your palm and you know it was poisonous. And you want us to believe that you ate it, knowing all of these?"

Coming back to your case. You moved and notified CIS. Good. You never got the rentry. How can you say it was "lost?" First of all how did you know that it was sent to old address? Did CIS tell you? In that case when and where did they send? Do you have a proof that you notified CIS of address change? Usually I do address changes by certified return receipt requested method. That way I have proof of doing something. Now if you have such a proof of mailing your COA to CIS, why cannot you directly go to the local CIS office and talk to an officer?

I am not sure how a lawyer will help you if have nothing to show the lawyer himself, let alone the USCIS. May be you have not done your homework well. CIS does make messes an year but they are not that bad. They do help.

How many times did you change your address? Did you always file the AR-11 when you changed? The proof that you did not receive it, is that you have no paper in your hands and you are filing a complaint that you never got it or it was lost in mail. You can even ask the old house owners if they got it.

Well regarding lawyers, you can go with Rajiv Khanna. He does respond email personally. Try but it will always cost $$ and I have no idea how much.
