Lost re-entry permit letter in the mail

I'm hoping someone can help me here...

My mom applied for a reentry permit April of this year. In her application form, she indicated that she will pick up her re-entry permit form in the US Embassy in the Philippines. Unfortunately, the letter indicating the decision of her re-entry permit application got lost here (US). I just found out that they already mailed out a letter informing her of the decision when I checked the case status online.


My question is :

1. I am assuming my mom's petition was approved so can she just go to the US Embassy in the Philippines and pick up the re-entry form since she indicated on the form that she will pick up the document in the Philippines?

2. For anyone who has picked up the re-entry permit outside the US (particularly Manila, Philippines), what documents did you have to present to pick it up? Were you given an appointment time, reference number, etc?

Approval of the reentry permit doesn't mean it is available to be picked up at the consulate yet. It takes some time for them to send it from the USCIS office where it was printed and have it reach the consulate and be ready for her to pick up.

If she specified a non-US address for question 5(d) of the I-130 form, the consulate will send a pickup notice to that address and she won't need the approval letter that was sent to the US address (and got lost).

Her green card and the pickup notice are sufficient documents to present when picking it up (in addition to an appointment paper (if any) according to the consular appointment procedures over there). It is also advisable to bring the passport, although not 100% necessary.
