Lost passport

I have lost my passport; however, I have my H1b for the next two years. My problem is applying for the renewal of the US Driver's License. In my state they require to have a passport along with I-94, and would not accept copies. In order for me to get a new passport - I have to travel back to my country which is my absolute last resort. Is anyone of the states that do not require passport in original? Or has had the same situation and can advice on further legal steps? Is there anything else that can suffice but passport, or maybe USCIS can be of any help?

Does your country not have a consular presence in the US? They can help you get a new passport. Which country is it?
 
Thanks for the response. It does have its presence; however, as far as I understand they do not issue new passports here in the US. Only certificate for return (not sure what it looks like) Country - Uzbekistan. Do you know if any other type of ID would work, and can I obtain it in the consulate? Anything else that can help me to get the driver's license w/out passport?
