Lost passport question, applying for asylum

I lost my passport, but my visa expired, and last year my country (KOSOVO) was granted its independence, so we are now a new state, therefore I imagine they will be issuing new passports. My question is Im in new york where can i go to inquire about this issue?
Or can i apply for asylum without having a passport due to my countrie's new freedom?
I have been so afraid to apply for asylum for all the things that are not working for me, so i would really appreciate any help.

You do not need a passport for asylum application, further more, you should not contact your emabassy because of the fear.

Do you still have a copy of your passport?

And you might to go to Police box to get a Report, then put a smal AD in any USA newspaper.
