I faced the same situation. My CP was on Dec 18th and earlier in October 24 after getting the PCC from Indian consulate in Houston on it's way back from FEDEX, the idiots lost both mine and my wife's passports.
One could just not imagine the pain and anguish we went through with FEDEX on this. We went in person to the Houston consulate first week of November day 3-4th applied for duplicate passport. since my earlier passport was issued in Houston I got the duplicate issued in 3-4 days. My wife's was from Bangalore. Explained the situation to the consulor, and he assured me that I would get it in the first week of December, which was when we were to fly to India. He did mention it was possible in first week of December reason being is that the consular officer has the power to issue duplicate passport after a month when not heard back from the Indian passport office.
What we did was sent a relative over to the passport office in India and had the situation explained. Since we already had the PCC issued and was lost on it's way back to us, they immidietely sent an approval to the Houston consulate. In your case it make take a few days more.
What I suggest is apply asap to your consulate in your region and ask your relative to follow up in passport office where ur passport was issued in India. It is not easy but being persistent at the consulate and the passport office will previal in getting your duplicate passport issued within 30 days.
