lost passport and green card

My wife has lost her (Indian) passport and green card while moving.

How should we proceed to restore the two?

It looks like a catch-22 situation. For filing an I-90 you need a passport, and for getting a passport you need some info about your permanant residence.

This site states that the following item is required,
when you apply for duplicate for a lost Indian passport.


" Copy of Green Card/ Employment Authorization Card, as applicable. The Consulate may demand to see the original."


All that my wife has is the letter that arrived with the green card, stating her alien number and receipt number.
