Lost Labor Certificate

My LC has been certified as of June. But my lawyer has not received the hard copy yet. I called up the Chicago DOL and they told me that the hard copy has been sent. I verified the address they sent it to and they sent it to my lawyer\'s old office address. The officer also told me that the DOL has not received any returned mail. I have informed my lawyer about this and he said that he had already sent two letters to the DOL to follow-up on my LC. He didn\'t get any reply. Now I called the DOL again and the DOL says that my lawyer has to go through a \'procedure\' to get a duplicate copy. My lawyer says that he cannot request for a duplicate since he has not received the original yet. This has been going on for the past 2 months now. I am caught in the middle of this mess. What can I do? Can I file for an I-140 assuming that the INS has a duplicate sent to them by the DOL? Can anybody else make use my LC? Has anybody gone through this experience? What\'s the info found in the LC? I\'m afraid somebody might steal my personal info.

Go to http://www.dol.gov/dol/allcfr/ETA/Title_20/Part_656/20CFR656.30.htm

and scroll down to the point e:

(e) Certifying Officers shall issue duplicate labor certifications only upon the written request of a Consular or Immigration Officer. Certifying Officers shall issue such duplicate certifications only to the Consular or Immigration Officer who submitted the written request.
An alien, employer, or an employer or alien\'s agent, therefore, may petition an Immigration or Consular Officer to request a duplicate from a Certifying Officer.

[45 FR 83933, Dec. 19, 1980, as amended at 56 FR 54930, Oct. 23, 1991]

This means that your lawyer can file your I-140 for you and at the same time he needs to add a letter, in which he requests the INS officer to request a duplicate of your labor from a Certifying officer at the DOL. The DOL will never send your lawyer or you another duplicate.
Alert your lawyer that sometimes an ignorant INS officer might be asking your lawyer to request the LC. To prevent this I would print out the above mention point e.) and added to the request for INS to get a duplicate of your LC. Good luck!
