The way i understand the process is as follows: once you are granted asylum you are supposed to receive I-94 that is valid indefinetly and should be free of charge. However if it is lost i think it should only cost 11 bucks to get a replacement. Now, when you travel you have to be careful: do not yield this I-94 and when you come back do not make them give you a new one-year I-94. They once tried to issue me a new I-94 and wanted to charge me 11 bucks when i came back from canada. However, as soon as they realized that I have an I-94 that is valid indefinitely they just let me in without a new I-94.
