lost I-94

Little out of topic.
One of my coming first time from India on H1 lost his I-94. He does not have SSN so he cannot work. His attorney is filing I-102 for the replacement of I-94 but it takes lot of time.

Instead can he go to Canada and get the new I-94? Is I-94 is required to get visitor visa to Canada?

He can work without SSN. SSN card is not mandatory for taking employment. Only problem is that he won't be on payroll until he gets his SSN.

He has to work at the client location. Company Insurance Company will not cover his contract. So he cannot work.

Yes, to get the visitor visa to canada you need I-94. It is one of the required documents they mention for getting a canadian visa. But when I was visitng canada, I had an expired I-94(in 2003) and they did not care much about it. So while returning back I had a new valid I-94.
