LOST GC.....Help

What happens if you dont recieve GC after POE. USCIS said that they would send a second one. After calling again after 3 weeks, USCIS is telling us to re-apply with a new for i-90 and pay $300 application fee for a replacement card because they did not receive the other card back in the mail. Does anyone have any suggestion what should be done?

Also how can you apply and pay for a lost GC if it was never received in the first place?

On the I-90 and there is a option for a no fee never recieved GC, check that and apply.
