I have a friend that filed her OPT after getting a masters in June in Puerto Rico. After filing, waiting, she left back to her country in SA. They sent a Request for Evidence - a paper for her to sign - to Puerto Rico. Her roommate mailed it through the general post without any tracking.
There has been a strike/huelga in Peru since a week after the document was sent and its not suppose to be lifted for maybe another month. He deadline for taking care of the Request for Evidence is Dec 21.
Does anyone have advice? She has tried calling. She is confused, doesnt speak english well. She wanta to know mainly two things. If its possible to refile the I765 even thought its past the 90 days since she graduated? is it okay to print these documentw and sign them? It asks for the originals to be sent. But her roommate made scans of the two papers she could print. She is worried that by doing that if its against the rulea/law she could have difficulty in the future.

Edit: also would it be correct to refile I765 as a replacement as requesting a replacement of the RFE?
