longer waiting, higher chance get interview

I just heard and collection all the information. First, when INS got FP from FBI, lower level officer look at , if they feel everything is sample and OK, they will give you GC, if they are not sure, they will pass to higher level. and pass...., that means, if you case waiting long time, you have higher change to be interviewed.

But what if I am waiting for my 485 approval with ND 09/00, which is a long time as compared to the current CSC speed, and the IIO confirms to me just yesterday, that my case has not been assigned to an officer....... doesn\'t it mean that my case has never been looked at - meaning not even the low officer...
