Local INS Transfer

When the case is transferred to local INS office, is that mean there always be an interview?
Or can local INS office approve your I485 without interviewing you? Any light?

There have been few reports from the mid-west where the case was adjudicated without an interview from local INS offices (a minority for sure!!). In general they schedule interviews.
