living is US for >8 years, eligible for Green Card?

If an an individual has been living in the US for 8 years under various visas, (dependant, student) would they be eligible to apply for a green card on that basis?
 
what about citizenship?

I heard that continuous stay of 15 years would make one eligible for citizenship, is it true?
