little off forum..Consulate denial in interview for F1. ..

This is regarding F1, slightly off topic in this forum but I saw not much traffic or knowledgable folks in the F1 forum so thought of posing it here.

Background: My brother in law had been denied visa at Mumbai consulate yesterday. He had applied for F1 to come for Phd. in civil engineering. He holds MTech from IIT, Mumbai and BTech from VJTI.

It seems that he may have another chance in early August. My question is what he need to prepare for the interview? Any particular information source, website, tips are highly appreciated.

Did the consulate tell him the basis of the denial?
Maybe if he knows why his F1 was denied, then he could try from there.
 
Consulate will not give details for denial. However usually F-1 is denied if one does not show enough ties to the home country. In other words they do not want a person to come on F-1 with intent to imigrate(same for J-1 etc.,) If your bro in law could get a letter of intent to employ by a firm, get a list of assests he and his family own, it would help.
