what is the difference between dates from VISA BULLETIN each month and processing times from USCIS web site for different service centers?

as per USCIS processing times my filing date which is Sep 2005 for I-485 is current. As per Feb 2007 VISA BULLETIN for EB2 employment based it is 08JAN03?

can I expect my I-485 approval any time soon?

The visa bulletin is the one which says whether there are any available visa which they can allocate you. That has to cross your Priority date. You can expect your GC only after it crosses your PD. The processing time frame is just saying upto which date the centers have processed. But they will process yours only if you have a visa available. So sit tight and see when visa bulletin crosses your PD.
