Funny - Form I-485 instructions (Page 5) mentions that one can file I-765 with no fee if filed along with I-485. But Form I-765 does not mention (c)(9) as one of the categories that is exempt from filing fee. Form I-485 also mentions that one can file I-131 without a fee and Form I-131 instructions also mentions that. Why the discrepancy in I-765? On the next page of I-765 instructions it does mention in NOTE that if one filed I-765 along with i-485 as of July 30, 2007 then no fee is required which implies that I-485 filings after Julu 30, 2007 require the fee.
