Could someone tell me if the LIFE ACT is still current?
I have a friend who is a citizen and wants to apply for a green card for his brother. Is there any law to cover this kind of immigration?

If your friend is a US citizen, s/he can apply for siblings (brothers and sisters). But just the I-130 Petition for an Alien Relative and the waiting period is from 10-12 years.
