Hi,
Could someone please tell me what is the equivalent of a technical diploma obtained after 12 years of studies (6 years of elementary school + 6 years secondary school)? Is it considered a high school diploma of vocational school diploma?

It sounds like high school diploma. Are you qualified to enter university? If yes, then it's High School Diploma equivalent. You would have to have done extra studies after high school to qualify for vocational school diploma.
Actually no one can really answer this question because we don't know anything about your country, school, academic record, or how your local US consulate percieves your country's education system.
