Level 1 and 2 enquiries

This may be an old topic. But I could not have any clear understanding after reading all articles on levels.

Can we shoot both level 1 and level 2 enquiries at the same time? Are we going to piss them off if we do that? Did they define any rule on fax enquiries?

You bet - their fax machines are gonna conk out on Monday
 
Level 1. 15 days. level 2.

My (totally ignorant) lawyer: "First we send an inquiry, then we have to wait 60 days, and then another one".
