I understand that letters of support are crucial and have heard that letters from gov't agencies hold a lot of water. How about letters from members of congress or the senate? Are they influential at all?

They definitely won't hurt but it would be very helpful if those members of congress or the senate are related to your area of expertise. If you work as a biologists in the cancer research and a member of congress who is a lawyer and has no connection to cancer research writes you a letter of support I don't think it would help you a lot.
