letters of "no record" & certif.of " good conduct"

Hello everybody,
recently ,i 've received a package from buffalo ,requesting a letter of no record or certificates of " good conduct" what those are all about.?
One more question :my wife is currently in US without status and we are expecting a child soon.Would be a problem for her since she is out of staus and the child will be born in US .She accompanying me to canada.
