Letter of Recommendation

I am writing a letter of recommendation for a friend who will be submitting to the Bureau of Citizenship & Immigration Services and he's asking me to lie on the letter, specifically about the time I've known him. He has only been in the US for about 3 years and he will be stating that he's been here (in the US) for 25 years and he's asking me to say I've known him for those "25" years. What kind of implications can I incur, is this a Federal offense of somekind?

It falls into the category of 'lying to the goverment'. You are complicit in an attempt to fraudulently obtain an immigration benefit. If you are not a citizen yourself, you can get yourself into a mess that you won't be able to get out of (if you are a citizen, they will just threaten you with 1-7 years in the federal pen and force you to plead guilty to something carrying a fine larger than your net-worth).
