Letter from Senator in support of visitor visa application

I have read posts that talk about senator's letters in support of visitor visa application.

I'd like to know if this really works. Are there any cases where even senator's letters havent helped?

I'd like to invite my wife's uncle (he is single, never-been-married, 48yo, employed in a bank - we showed financial, employment and social ties back in India)) and his visa was rejected in the first attempt under potential immigrant clause.

Any suggestions / advice?
