Letter from INS to cancel H1

Hi,

I have an H1 from a company in US. but i didn't join that company so far for personal reasons. I am outside of US. Today i received a call from my employer saying they receive a letter from INS saying that they should cancel all the H1 for people who are not working for the company so INS can release H1 quota. I was wondering if any body else has any information regarding this?
 
There are 60,000 people trying to get an H1. Sorry about your personal situation, but give up the H1 so someone else can use it. Get a new next one year if you decide to come.
