I E mailed the Al Law firm about he cause of the I485 backlog, and here is his reply:

Mr. Zhang: If you review our Breaking News closely, you will probably
guess
that the backlog is not necessarily related to the budget shortfall.
The
August 2003 statistics reflected that the total number of cases
received did
not change much, but the backlog increased 31% over the previous year.
There is no report that the number of immigration officers who handle
adjudications have been reduced. Rather they have been hiring more
people.
The problem does not lie with the manpower problem. I-485 will never
be
taken up for premium processing because of the different procedures
involved
including clearance from other agencies like FBI, CIA, etc. This is
how I
see the current problem. Thanks for inviting me to comment on the
issue.

It looks like that the I485 backlog is not just caused by lacking of funding, and it is more complicated. The problem is that Service Centers have no incentive to solve these problems, because we, as foreign nationals have no voice. I suggest to everybody try to talk to the local newspaper , see if they are interested in running a story about the I 485 situation. If we can get media attention, we probably will have a better chance of success.

zhang102,

First of all let me thank you for the time you’re taking to lobby on an issue of paramount importance to all of us. I would like to toss in my two cents and suggest that we instead start writing letters to congress. Why? I believe that with the current economic doldrums and security concerns, the average American views immigration, particularly the EB category. Arguments that immigration helps America are likely to be viewed with a great deal of suspicion. The press works to ones advantage if and only if the readers are sympathetic. I will instead mail letters to my Congressman and both of my US Senators.

Regards,
sadiq
