Let us try to find some logic in this seemingly random order of processing. If all of you, who are posting approvals could post details like, a) years of exp, no. of jobs, whether in or outside US b) degree where (US or not) c) Previous visits in other visas Y/n (exclude F1).
My guess is that, they processing varies based on the following factors;
a) Experience - More jobs more time, Jobs out side US more time etc.,
b) Degree - Masters in US less time.
c) Visit visas - previous B1 visas more time
May be the simpler cases go to the rookie officers, who turn them around quickly. You can cut and paste the following template:

Years of Exp : in US; outside US (exclude yrs after PD)
Visits in B1 : Y/N
PS : No flames about me having nothing better to do etc.
