Legal to stay after filing for extension ?

My parents came to US on visitor visa. Their I-94 is valid until
end of December. We have applied for their I-94 extension
about 1.5 months ago.

Is it legal for them to continue to stay in the US after I-94
expiry, with the extension application pending ?

Yes..it is legal to stay. In my mother's case, the approval was sent after 7.5 months. She left before her 6-month extension date since we thought it would be best to do so.
