Is it legal to have H1B with Company X but W2 from company Y ,
company Y does paroll work for company X employees .
Dose INS allow leasing an H1B employee for paroll work ??

It certainly could create issues

The H-1 holder better be able to explain why this is being done and show convincingly that you are actually their employee.
