LCA applied in Iowa

All,
My company recently applied for my labor clearance in Iowa. The lawyers who claim to have a very close working relationship with the office submitted the labor application to the Sate Dept by hand. NO RECEIPT NUMBER WAS GIVEN. About 1 month later the lawyer’s office sent me a photocopy of a letter they had received from the state department saying that my labor application has been forwarded to Chicago for federal clearance.
From this I am to assume that my labor clearance at state level was approved - even thought the letter did not specifically mention it.

My questions are as follows:
a) Is it possible to apply for labor clearance and not get a receipt notice?
b) If so how does one track the progress of the application?

Any replies would be greatly appreciated.
Thanks,
AC.
