I submitted my LC in MA on 9/2004 with employer A.
Can i submit another LC thru PERM with employer B?

Dude !!

Sir, no offense to you..you very well can submit multiple LCs from various employers. But you should also understand that because of such multiple submissions backlogs continue to grow. I am not saying that multiple submissions are the main cause...it is one of the reasons. I also understand that you have to do what you have to do.....so go on....
