DOL will not issue a duplicate LC top anyone but INS or a consular office. They are prohibited from doing so by statute so they will not do it under any circumstances. This is tricky and will delay your I-140 for at least several months and there is a significant chance of I-140 denial (this would be a mistake by INS but I\'ve seen it happen).
